PSSI Concrete Expands Into Orange County with New Anaheim Office

We're growing our Southern California footprint. Known for complex structural concrete projects across San Diego and beyond, we've opened a new office in Anaheim to serve Orange County and the Inland Empire with a dedicated local team. It's a move built on a simple idea: bring the resources of a larger contractor to the region without losing the responsiveness and direct involvement we pride ourselves in.

Why Orange County, Why Now

This expansion is the result of deliberate, long-term investment. Our plan centers on building lasting relationships with general contractors, owners, developers, and design teams throughout Orange County, Los Angeles, and the Inland Empire, with our new Anaheim-area presence serving as the operational base for the region.

Our approach centers on the fundamentals we know matter most: early concrete involvement, constructability input, reliable budgeting, and proactive project management. Rather than pursue growth for its own sake, we're focused on earning trust through the work — letting the projects already underway in the region speak for themselves, while building a strong local workforce and subcontractor network to support that growth sustainably.

Meet the Team Leading the Expansion

Leading our regional growth is Kevin Carter, who joined PSSI specifically to help expand our presence into Orange County, the Inland Empire, 

"I believe PSSI can bring the capabilities of a larger concrete contractor while maintaining the responsiveness, flexibility, and direct involvement clients expect from a trusted local partner,"  Carter said.

Carter brings experience from a range of large, high-profile developments, including Yaamava' Resort & Casino at San Manuel, the West Edge Mixed Use Development, Intuit Dome, and One Beverly Hills, spanning residential, commercial, hospitality, and entertainment work. He's now applying that large-project discipline to a new set of opportunities in Orange County and the Inland Empire — projects that carry the same technical and logistical complexity.

The move is personal for Carter as well. Orange County is home for him and his family, and growing our presence there matters to him beyond the business case. Outside of work, he spends his time with his wife and daughter and enjoys hiking, snowboarding, rowing, and cycling — activities that take full advantage of everything Southern California's coast, mountains, and desert have to offer.

Already at Work in the Region

Our expansion isn't starting from scratch — we're already active on several projects across Orange County and the Inland Empire, including:

• Ontario Flight Tower Restaurant in Ontario, where we're serving as the prime concrete contractor under CM Tilden-Coil Constructors, handling foundations, stem walls, slab-on-grade, structural and architectural concrete walls, shotcrete, cellular concrete fill, and waterproofing.
• March Air Reserve Base in Riverside County.
• A battery energy storage system (BESS) project in Pasadena, where we're handling foundation work.
• Military facility concrete work at Camp Pendleton.

Together, these projects reflect the range we're built to handle — from specialized scopes to large, technically demanding work across commercial, energy, and government sectors.
